Abstract

How are the locals represented in Dito Sa Laguna (DSL), a development-oriented, community-based cable TV program produced and managed by the Department of Development Broadcasting and Telecommunication of the College of Development Communication in the University of the Philippines Los Baños? How does the program (re)construct development? What are the locals’ roles in (re)constructing development? By watching and critically examining all eight episodes of the 16th season of DSL, looking at the topics or themes, identifying the guests, and listening to the questions and the discussion flow, I analyzed the representation of the locals and their roles in (re) constructing development. Ultimately, I argue that only with the active participation of the locals, those whose voices remain marginalized, will DSL be truly development-oriented and community-based.
