Abstract
Seed quality is vital in ensuring a sustainable future amidst the looming issues with food and nutritional security associated with the rising threat of climate change, such as drought, typhoons, and global warming, which negatively influence crop production yields. Understanding how seed producing organizations, such as the National Seed Foundation (NSF), proceed with their day-to-day operations is one way to realize the underlying relationships between the different factors at play in the supply chain model of seed production, from selections of seeds to produce, harvesting, processing, storage, and packaging, selling and marketing, up to linkages and networking. After conducting a thematic analysis of the interviews among the three NSF key informants regarding their daily operations, the study identified four main themes: Operational Scope and Resource Management, Strategic Production and Market Responsiveness, Socioeconomic Mandate and Institutional Constraints, and Quality Assurance and Brand Integrity. These themes will be further elaborated using the micro-meso-macro interaction of the seed industry, analyzing the different forces affecting NSF. The study utilized SWOT analysis to investigate NSF’s regular procedures within its institution at the microlevel and connects the resulting opportunities and threats to a PESTLE analysis to gain further insight into the external factors influencing NSF. After identifying these factors, the analysis will be able to reveal the layers behind the scenes and unveil problems leading to suboptimal efficiency, and recognize possible solutions to the case. The increasing threat of climate change to agriculture urges researchers, entrepreneurs, and other entities to understand and analyze various seed procedures that are crucial in strengthening the agricultural industry in the Philippines.
