Formative Evaluation of the E-learning Program of DOST-PCAARRD, Los Baños, Laguna, Philippines

Abstract

Quick technological developments, aside from the COVID-19 pandemic, have catalyzed various institutions to adapt to new modes of learning and teaching such as e-learning. The increasing, widespread use and investment in e-learning warrants the need for an evaluation of newly implemented organizational e-learning programs. Through a case study of PCAARRD’s e-learning program, this mixed methods research employed online survey involving 122 learners and six key informants to identify major components of an effective e-learning program for Research and Development Institutes in the agriculture, aquatic, and natural resources (AANR) sector.

Generally, in the experience of PCAARRD, effective e-learning positively affects learners’ performance. The study further reveals that the learner, trainer, course, ICT and other facilitating factors such as resources, training development/facilitation team, and social interactions are crucial to the success of e-learning, as gauged by the learners’ reaction (satisfaction and utility) and learning. Also, the model developed from the research describes the ideal characteristics of the e-learning components, and which elements must be considered and further improved to increase training effectiveness. As it is more personalized and context-specific, it introduces a new insight or approach in the delivery of adult learning for the R&D personnel in the said sector.
