Characteristics influencing organizational effectiveness of farmer irrigators' association : two case studies in Abra

Abstract

This study examined the demographic, socio-economic, socio-psychological, organizational, external assistance and environmental factors influencing the effectiveness of an irrigators' association/ organization. Specifically, it described the demographic-socio economic and socio-psychological characteristics of the members of the farmer irrigators association. It described the associations organizational, external and environmental factors that influenced its effectiveness.

One hundred and sixty farmer irrigators' association members served as respondents of the study; 100 were members of the Manabo Development Foundation, Inc. (MDFI) and 60 were Lagangilang Development Foundation, Inc. (LDFI) members. Data were gathered using a structured interview schedule. The t-tests and Pearson r were used to determine the relationship of the variables. To determine the predictors of the effectiveness of the farmer irrigators' association, multiple regression analysis was used.

The major demographic and socio-economic factors that influenced the effectiveness of an association were the respondents' size of landholding, family income, and tenurial status while the socio-psychological factors related to effectiveness where the discipline of members, and satisfaction of derived benefits. Among the organizational factors, fund availability and communication pattern influenced effectiveness. Only financial assistance was significantly correlated with the various effectiveness variables.

The predictors of effectiveness were as follows: a) number of meetings held- fund availability; b) number of projects initiated - communication pattern; c) irrigation fee collection rate - tenurial status; d) financial management - funds availability and communication pattern; e) voluntary works - size of land-holding, funds availability, and communication pattern; f) cooperation - size of landholding and funds availability; g) water management - no predictors at all; h) condition of canal and irrigation structures - satisfaction of derived benefits, funds availability and communication pattern; i) conflict resolution - tenurial status and funds availability; j) yield - size of landholding and funds availability : k) linkage - size of landholding and funds availability and communication pattern.
