The empowerment of local community organizations in selected of Laguna

Abstract

This study was conducted among 30 community organizations existing in Calamba and San Pablo City. The objectives were to find out the characteristics of community organizations in this area, measure its empowerment levels and identify the factors that were significantly related to its empowerment.

The respondents of the study were the officers and selected members of community organizations as well as key informants in the locality. The data were collected primarily through the use of interview, ocular observations and examination of available records. The collected data were analyzed using descriptive statistics such as frequency counts, percentage, means and range. Inferential statistics such as chi-square and tests of association such as lambda and gamma were also used.

The study found out that majority (66.7%) of the community organization had members with ages of 40 years old and above; were composed of both male and female members (93.3%). Most (70%) of them consisted of members with both single and married status. Majority (56.67%) of community organizations were found to have membership at the high school level with the mean educational attainment of members in second year high school.

Almost two thirds (63.33%) of the community organizations had participating members. A great percentage (89.7%) of community organizations had members involved in decision-making. Eighty percent of them had members with active involvement in carrying out organizational tasks.

The study also revealed that community organizations had varied ways of sourcing funds. Government agencies ranked first as sources of externally generated funds.

Majority (76.6%) of them had stable income but most (69.56%) of them realized only small savings. Eighty percent were able to continue carrying out development activities. The foremost development projects undertaken by the community organizations were on infrastructures. This was followed by income generating projects and then by educational campaigns. The study showed that accomplishment of development projects by community organizations added more confidence to the group and increase their linkages with other organizations. However in spite of this revelation, majority (66.66%) of local community organizations were only partially empowered to carry out development activities in their localities.

The findings indicated that all community organizations used verbal and written communications in the conduct of their internal affairs, organizational meetings and in linking with other organizations.

More than one half (56%) of them had high levels of empowerment. Among the variables that were related significantly to its empowerment level as determined by chi-square test were: the type of leadership, number of membership, members' participation level based on the officers' assessment . The computed chi-square values were 15.9984 and 6.6817, respectively at .05 level of significance. This was supported by the gamma test results showing 96.32% degree of association for members' level of participation based on the organization officers' assessment. Communication channels used by community organizations was found to have moderately high association as indicated by the lambda result which was equal to .774.
