Abstract
The study was conducted to analy:e the communication flow in amatrix organization - the Oriental Mindoro cultural MechanizationProject (OMAMP), a joint pilot project of the Agricultural Mechanization Development Program, of the college of Engineering and Agro-industrial Technology, University of the Philippines at. Los Bahos, the Department of Agriculture Region 4, and the Provincial Government of Oriental Mindoro.Specifically, the study aimed to: (1) determine and describe thecommunication processes in the OMAMP: (2) determine the direction ofcommunication flow in OMAMP: (3)determine the nature of communication flow and methods used and preferred by the project staff in communicatinginformation: (4) determine the frequency by which the project staffcommunicted: and (5) identify the project's communication problems and recommend possible solutions to irintifiod nroblem74.Data were collected through a !rvey questionnaire from 19 projectstaff at the OMAMP's three levels: ProjPnt Management Board (PMB),Project Management Staff/Core Group (PMS/C0), and Taskforce. The surveywas supplemented by respondent interviews and review.of project documents and reports. Data were analyzed and presented using frequency counts, Percentages, charts and qualitative descriptions,The project staff communicated more frequently on work-related thannon-work related matters. Both work-related and non-work related communication freely flowed horizontally, vertically and diagonally. Horizontal communication became more frequent as one went down the hierarchy, Upward communication was more seldom than downwardcommunication. In general, the staff engaged in work-related communicationas part of their official responsibilities in the project, i.e., as superior orsubordinate. On the other hand. non-work _related communication wascarried out to establish a good interpersonal relationship necessary forcoordination of work. The most freauentlY used and preferred communication methods for work-related matters were meetings, face-to-face interaction, writtenreports and informal letters while for non-work related matters, face-to-face interaction and informal letters were most frequently usedand preferred,The information communicated and received by the staff were related to the task the level to which they belonged performed, e.g., policies, rules and plans for the PMB which wasconcerned with project panning, nndproject progress and problems for the PMS/Cfl and Taskforce, which were concerned with management and implementation of activities,Considered ""net problems"" to ""serious communication.prnblems"" were1) lack of face-to-face interaction: (2) inefficient communicationchannels/methods; (3) physical distance/proximity/staff too far; and (4) information received is incomplete/unreliable. The perceived chief cause of these problems was the pilot area's far distance.
