An evaluation of the Philippine Carabao Research and Development Center (PCRDC) farmers' training program in the province of Cagayan

Abstract

The study was conducted purposely to describe the profile of training participants, their communication-related attributes and the over-all training management strategy of the PCRDC; determine the trainees’ assessment of the over-all conduct and management of the training programs and their suggestions for improvement; assess the level of acquisition and utilization of knowledge and skills on carabao production technology gained from the training ; and find out if there is any relationship between some selected variable of training and the acquisition and utilization of knowledge and skills on carabao production technology. The primary data were gathered from 50 randomly selected training participants obtained from the list of trainees in 1990 conducted by PCRDC in some barangays in the province of Cagayan. Mean, percentage and frequency were used to describe the data. There were three statistical tools of analysis used namely: chi-square, Pearson and Spearman correlation analysis. The results of the study showed that the trainees had a mean age of 50.54 years. All respondents were married and the mean length of residence in their respectives barangays was 49.44 years. Fifty-six percent of the respondents owned a farm size of less than one hectare. Mean income was P9,000/per annum derived from farm and non-farm sources. Respondents were rarely visited by extension agents and 6 percent said they were never visited by any extension agents although they had high listenership of the radio. The PCRDC training was utilized to a great extent as a means of disseminating the recommended technologies in carabao production as indicated by the 82 percent respondents who utilized highly (61-80 percent) the recommended technologies. The trainees’ assessment of the overall conduct and management of the training programs was “satisfactory” but suggestions were made by participants for extension agents to have constant follow -up among trainees to see if recommended technologies are properly followed and that continuous need assessment should be done. There were constraints in the utilization of some recommended technologies which are technical and economic in nature. This suggests that technology alone do not suffice. There are several factors that tend to affect utilization or adoption of these technologies apart from training. Household size, number of working animals, educational attainment were found significantly related to the increase in knowledge and skills and land tenure and membership in farmers’ organization were found significantly related to the increase in knowledge and skills and the level of utilization.
