Abstract

This study aimed to analyze the responsiveness of LGU extension and advisory services on food access and food utilization demands of the poverty-stricken rural and urban households in Laguna. It was conducted in two municipalities and two cities representing the rural and urban communities in Laguna. A descriptive research design was used and mixed methods research was employed using both a quantitative and qualitative analysis. Data were collected from the 365 randomly selected beneficiaries of the Pantawid Pamilyang Pilipino Program of the DSWD who are identified as the poorest sector of the country. Key informant interviews were also employed to substantiate the data. There is a prevalence of food insecurity among the poverty-stricken rural and urban households which implies that rural and urban households have inadequate access to food which is attributed to lower income and unemployment. There is a gap in the demand for EAS of the rural and urban households to the provision of LGU extension and advisory services to improve food access and food utilization. The gap is wider in EAS on food access. LGU responsiveness is attributed to the capability of the LGUs to respond to the priority demands of the rural and urban households; the quality of the services in terms of availability, speed and appropriateness of the EAS provided; and the satisfaction of rural and urban households in the service provision. This study established that food insecurity exist in the vulnerable sectors of the community both in rural and urban sectors. The LGUs being at the forefront of service provision has a crucial role in the implementation of government' program to improve food access and food utilization of the poverty-stricken rural and urban households.
