Abstract
The study develops a goal programming model for budget planning of Sta. Cruz, Laguna the model computes a three-year budgeting plan in terms of projected revenues, expenditures and the priority system of the administration. The priority structure set according to the immediate problems of the municipality was varied for the yearly runs.
