Participatory radio as a strategy for rural development: the case of “Tinig ng Kababaihan”

Abstract

The study tried to find out if the effects of "Tinig ng Kababaihan" (TNK), on the women participants in community broadcasting activities have been sustained beyond its airing period. Specifically, it tried to determine if 1) the cognitive, attitudinal and behavioral effects of the women's participation in "Tinig ng Kababaihan" had been sustained although TNK is no longer aired; 2) the women participants continued their involvement in the projects they have conceptualized, promoted and implemented during their participation; 3) the women participants continued planning for and implementing other projects aside from those they had started through TNK; 4) the extent of the women's participation in community activities during and after the airing of TNK; 5) the women participants continued listening to radio station DZLB although

TNK is no longer aired; 6) there had been a change in the husbands'/fathers' perceptions and attitudes of their wives"/daughters" participation in TNK and 7) the fathers/husbands of the women participants continued listening to radio DZLB although TNK is no longer aired.

Thirty respondents were interviewed: 15 females (7 from Isla, Pangil and 8 from Mayatba, Famy both in Laguna province) and 15 males (fathers/husbands of the women participants in TNK program. Separate sets of interview schedules were used: one set for the women participants and one set for the males. Data were analyzed using percentages and frequency counts.

Results showed that the women generally sustained positive attitudinal, behavioral and cognitive responses on their participation on radio activities. The women had retained their knowledge on interviewing, on airing on radio, writing script, among others. The women learned to associate and deal with different kinds of people, became more responsible and friendly. The women lost their shyness, changed their view about their fellow women and did not regret their participation in TNK.

Through TNK, communication in the family was enhanced and women enjoyed more respect from their husbands. Their neighbors became interested to listen to developmental information and to join broadcasting activities as well. Projects and organizations were established in their communities.

Of the projects put up by the Mayatba women, their swine raising project and their herbal garden, only the herbal garden continued. They discontinued their swine-raising project but established a meeting hall which they called “bahay-pulungan”. The Isla women stopped maintaining their vegetable garden and their multi-purpose cooperative.

Aside from the projects that they put up through participation in TNK, they no longer plan for and no longer implement additional projects.

The women participated more often in community activities during TNK than after its airing period. Likewise, they listened more often to DZLB during TNK airing period than after it.

Most of the women (80.0 percent) signified willingness to participate in future broadcasting activities and they wanted to have more training on using broadcast equipment, airing on radio, organizing community activities and establishing linkages with development supporters and local authorities.

Most of the males on the other hand, maintained more positive perceptions and attitudes on their “wives-/daughters" participation in TNK. Females’ participation had more positive effects on them (males), their families and their communities. The males were willing to allow their wives/daughters to participate in future broadcasting activities but most of the males did not want to participate themselves. The males listened more often to DZLB during TNK than after its airing period.
