Abstract

Frequent power interruptions have been one of the primary concerns in Magsaysay, Occidental Mindoro. Due to the pandemic that forced the nationwide implementation of remote learning setup, the need for a reliable electricity supply has increased for students as they are studying in their homes and learning resources are mostly modules and online materials. Using a contingent valuation method (CVM), the paper discusses the valuation for a reliable electricity supply of households with high school students in Magsaysay, Occidental Mindoro. The CVM method includes the random distribution of survey questionnaires to 145 households of students enrolled in Magsaysay National High School- Main.

The results of the logistic regression found that bid price, household monthly income, and monthly electricity bill as statistically significant factors affecting the WTP of the respondents. The bid price has a negative relationship with the WTP of the respondents, while both monthly income and monthly electricity bill are positively related to the WTP. The study also elicited the mean WTP of the respondents, which is equal to Php 26.15 per month, using the Turnbull Estimator. Supposed that one student corresponds to one household, the electric cooperative can collect an estimated revenue of Php 1,258,965.60 among the total 4012 students of the school. However, since the proposed project covers the entire municipality of Magsaysay, the initial revenue can be higher and used as an additional fund for the proposed project to improve the services of electricity in the province.
