Abstract

The footwear manufacturing industry in the Philippines, which is centralized in the municipality of Marikina, faced several challenges during the pandemic that resulted in a decrease in the total number of establishments offering the service. This study attempts to identify the significant factors affecting the performance of the industry by focusing on the micro, small, and medium enterprises (MSMEs) in Marikina City and to provide specific policy insights on how government support may help address the constraints faced by the sector. With a theoretical framework that is based on Marshall’s theory of the firm and incorporating the Cobb-Douglas production function, this paper used both primary and secondary data needed to run a cross-sectional OLS regression analysis that would evaluate the direction and of the factors influencing MSME performance. The present study finds that market orientation and natural disasters significantly influence enterprise sales. However, government support programs resulted in an insignificant relationship with MSME sales. With this, the study suggests that subsidiary programs should be made more efficient and that policy options, especially training and service programs should be realigned towards promoting the global competitiveness of the enterprises. Furthermore, firm-specific data should be made available for government agencies and researchers to promote studies that would further the development of the sector.
