Abstract

The main objective of this study was to determine how culture affects the valuation of freshwater resources by looking into the willingness to pay (WTP) of a native group (Kamayo) and a dominant group (Visayan) towards freshwater resources in Barobo, Surigao del Sur. The study assessed the environmental identity (EI), connectedness to nature (CTN), and cultural identity (CI) of the Kamayo and Visayan respondents. Results of the study show that the Kamayos and Visayans have a high EI, CTN, and EI. Two hypothetical scenarios were used in this study. The first hypothetical scenario is about a freshwater conservation program where a committee will be established to oversee the activities in the freshwater resources and will require the residents of Barobo to pay a particular amount every month. On the other hand, the second hypothetical scenario is about an entrance fee that will be imposed on visitors of the freshwater resources. Some of the collected fees will be used to pay for the salary of the people who will be hired to oversee the activities in the freshwater resources while some of the collected fees will be used for any proposed improvements to the freshwater resources. The results of the study

suggest that most Kamayos and Visayans are willing to pay for the conservation of freshwater resources in the two hypothetical scenarios because of two major reasons: to boost ecotourism of the municipality and to protect biodiversity. Using the mean willingness to pay estimation method, the estimated mean WTP of the Visayans were Php 9.22 and Php 5.88 for scenario 1 and scenario 2, respectively, while the mean WTP of the Kamayos were Php 1.15 and Php 4.40 for scenario 1 and scenario 2, respectively. Only the factors bid amount and education (number of years of schooling) were found to have significant influence on the WTP of the Kamayos and Visayans.
