Abstract

The study was conducted to analyze the total factor productivity of the Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS) on selected agrarian reform beneficiaries (ARBs) in Bay, Laguna. The study has six specific objectives which aimed to: describe the socio-economic characteristics of the ARCCESS rice beneficiaries; identify the factors affecting rice production; determine the technological change; identify the factors affecting technical efficiency; analyze the scale efficiency change; and draw policy implications and provide recommendations.

The respondents of the study were the members of the Agrarian Reform Community (ARC) in Bay, Laguna. Since the ARC consisted of 42 active members, a complete enumeration was done for the study. Descriptive analysis including mean, percentages, summations, and frequencies were employed. Total factor productivity was obtained by getting the technological progress, technical efficiency, and scale efficiency.

The profile of ARBs showed almost equal gender representation. Majority of the respondents are above the age of fifty. The average household size is like the average household size in Bay which is four. Lastly, most of the farmers were elementary and high school graduates.

Results of the frontier normal model regression analysis showed that all the variables are significant. Labor used, and fertilizer proved to be significant and have positive effects on rice yield. On the other hand, only the number of years in education was significant in increasing the technical efficiency of the farmers. The total factor productivity growth had an effect on the rice ARBs. Technological change, technical efficiency, and scale efficiency all had an impact on the overall growth of the total factor productivity.

Since ARCCESS had an effect on the ARBs, a lot of improvements can still be done to efficiently implement the ARCCESS program on other ARCs. It is recommended that the agency involved in the program investigate the traditional ways of the farmers in their management practices and allocation of resources, then integrate the program into it thoroughly to achieve optimization.
