Abstract

This study was primarily conducted to determine the awareness and perception on fisheries insurance among fish farmers in Talisay, Batangas. The objectives of this study were specifically to: (1) describe the fisheries insurance system implemented by the PCIC; (2) determine the socio-demographic and farm profile of fish farmers in Talisay, Batangas; (3) identify the risks that are commonly encountered by fish farmers in their operations; (4) determine the level of awareness as well as the perceptions towards fisheries insurance of both insured and uninsured fish farmers; (5) assess the factors that affect the level of awareness of fish farmers towards fisheries insurance; and (6) formulate recommendations to further enhance the fisheries insurance program of PCIC.

A descriptive research design was used in this study. A total of 60 respondents consisted of 35 insured fish farmers and 25 uninsured fish farmers were chosen through convenience sampling and were interviewed with the aid of a pre-tested questionnaire. Descriptive statistics and chi-square test were used to analyze and interpret the data obtained from the fish farmer-respondents.

The findings of the study showed that there was a little variation in terms of the socio- demographic characteristics of both the insured and uninsured fish farmers. The fish farm

characteristics of the fish farmers were also discussed in the paper. In terms of the risks commonly encountered by the fish farmers, fish kill and strong typhoons were found to have the most frequent of occurrence in their area and the most destructive in the aquaculture production of the fish farmers. The awareness of the fish farmers on fisheries insurance was primarily due to the efforts of the Municipal Agriculturist Office (MAO) of Talisay. Their level of awareness was also determined and found out that majority of the fish farmers were poorly aware on the fisheries insurance provided by the Philippine Crop Insurance Corporation (PCIC). The association between the socio-demographic characteristics and fish farm characteristics of the fish farmers, and their awareness level on fisheries insurance was examined through chi-square test. The variables that had significant association with the awareness level were found to be the sex, fish farm size, and the insurance status of the fish farmers.

Majority of the fish farmers perceived fisheries insurance as a support to them especially in times of natural calamities. They perceived it positively and in accordance to the objective of the PCIC fisheries insurance program. However, even though the fish farmers have a positive perception on the insurance product, they still encounter problems from the fisheries insurance product.

This study recommended that PCIC should have a process that is clear and easy to understand by the farmers. Moreover, to address the long process of claim settlement, PCIC should also increase their manpower to lessen the delay of arrivals of the adjusters on the areas to be assessed and the delay on the release of the indemnities. For the Municipal Agriculturist Office of Talisay, Batangas, they should intensify the information campaign on making the fish farmers more aware of the said insurance product. They should not only focus on the marginalized fish farmers but also on the other fish farmers. Big fish farmers may also have insurable interest since more fish cages and larger aquaculture production are at stake in case of the occurrence of natural calamities. Lastly, for the fish farmers, it is recommended that they actively participate in the seminars and meetings conducted by the MAO. They can also help in increasing the awareness of their fellow fish farmers by sharing with them their general knowledge about the fisheries insurance and encourage them to apply for it.
