Abstract

The special problem report entitled, “Assessment of the Agribusiness Investment and Development Opportunities in Los Baños, Laguna “ aimed to (1) describe the physical resources, the demographic characteristics, the economic profile, and the agricultural sector profile of Los Baños, Laguna; (2) present the existing agribusiness support programs or projects in the area; (3) recommend agribusiness investment and development opportunities in production, marketing, processing, and support services; (4) assess the challenges and constraints for those investment opportunities; and (5) recommend feasible agribusiness opportunities for the municipality.

In identifying the investment and development opportunities, the following steps were followed: (1) determination of the municipal agribusiness investment priority; (2) evaluation of the demand and supply situation; (3) matching of the technical requirements; (4) identification of production-based, processing-based, marketing-based and support- based opportunities, (5) determining government programs, infrastructure, marketing, and financial support in the agribusiness sector; (6) investment and cost and return analysis; and (7) determination of feasible agribusiness opportunities.

The municipality aimed to achieve food security and was focusing on the organic production of the different commodities. They also planned to engage in swine raising, goat farming for milk and meat duck farming both for egg and meat production. Different possible seller and intermediaries were interviewed which include different marketing channels such as Friday Market, Saturday Market, ERDB Sellers, and Magnetic Hills Sellers, and owners of the pasalubong centers specifically the Mitz Bakeshop, Elvie’s Buko Pie, and Orient-The Original Buko Pie.

The suitable crops that were identified for the municipality were rice, coconut, banana, pineapple, lansones, avocado, corn, sweet potatoes and other roots crops and vegetables. One of the challenges faced by the producers were the high cost of production which discouraged the farmers to produce. However, the MAO currently give free inputs such as planting materials, equipment, and machinery to the farmers to lessen production costs. It was recommended to raise carabao and horses for draft purposes and cattle, hog, and goat for meat purposes. Raising poultry can be used for meat and egg production. For fishes, tilapia and milkfish can be raised in fish cages. According to the cost and return analysis, engaging in the production of the above-mentioned commodities were profitable. Any oversupply of the guyabano and banana can be processed into juice, banana chips, banana catsup among others.

Farmers should also form and join associations and cooperatives to help them in the problems they face such as the lack of capital, to easily have a permit and licenses, to have a higher bargaining power, and to meet the quantity requirements of possible buyers. They can also reach a wider market through these associations and/cooperatives

Limited laborers were also present not only in this subsector but also in the production subsector. However, the presence of the different research institutions in the area is a major advantage in this subsector. This will also fall in the support services subsector of the agribusiness sector. On the other hand, the big challenge for the support services was the lack of budget to reach and implement their support plans and programs in the agribusiness sector.
