Abstract
The Philippine Crop Insurance Corporation (PCIC) launched the Fisheries Insurance Program to protect fisherfolk from losses caused by calamities and disasters. In Laguna, insured fisherfolk peaked in 2018 with 230 enrollees; however, participation drastically declined over the years, dropping to only 5 by 2024. This study investigates the factors influencing fisherfolk participation and willingness to be insured in the municipalities of Los Baños and Pakil, Laguna, from 2016 to 2020, using a mixed-methods approach. A total of 70 fisherfolk were interviewed and selected by stratified random sampling, and the data were analyzed using binary logistic regression and thematic analysis.
Findings showed that farm ownership and knowledge of the program significantly influenced fisherfolk participation. Additionally, risk aversion was found to be a significant factor in determining the willingness of uninsured fisherfolk to avail of the program. Moreover, farm income, non-farm income, and satisfaction on the program are found to be a determinant of willingness to be insured again of the previously insured fisherfolks. On the other hand, inconsistent service delivery, lack of proper information dissemination, procedural complexity, and unmet expectations were key themes in the experiences of those who had participated. Despite these challenges, many fisherfolk expressed willingness to rejoin the program if transparency and accessibility were improved— regardless of the eligibility issues they currently face.
The study recommends simplifying documentation requirements, implementing localized information campaigns, establishing regular feedback mechanisms, and re- evaluating eligibility criteria to better reflect real-world aquaculture practices. These recommendations aim to increase participation and improve the responsiveness of the program to the needs of small-scale fisherfolk.
