Abstract

Urban slums colonies have reached 863 million in 2012. This runs counter to the UN Millennium Development Goals which is to ?achieve, by 2020, a significant improvement in the lives of at least 100 million slum dwellers?. Purok Riverside in Sitio Militar, Brgy. Bahay Toro, Quezon City is an exemplar of a slum colony. The purok has been identified as a danger area and the residents are threatened to be relocated since at least 50-100 families are underwater during rainy months. Sixty households were characterized and focus group was conducted to one of the two active organizations namely: Gabriela Women?s Party and Military Village Neighborhood Association. The study aims to define the level of resistance to relocation in relation to the characteristics and level of social consciousness of informal urban settlers. The results show that members of organizations are more resistant than those who are not affiliated to any organizations. Among the characteristics of the residents, civil status and educational attainment were found to be associated with fragmented, dependent and radical types of social consciousness. Residents with dependent type of social consciousness are further characterized as married and have relatively lower educational attainment. Residents who are in the fragmented and radical types of social consciousness are not typically married and have relatively higher educational attainment compared to the residents who belong to the dependent type of social consciousness. The level of resistance was also found to be stronger among unmarried residents. The organizations which were subjected to focus groups were differentiated by their levels of resistance to relocation. The Gabriela Women?s Party were more expressive of their resistance compared to the Military Village Neigborhood Association. The resistance is not on being relocated but more on the unsatisfactory conditions in the relocation sites. The conclusion of the study implies that in addressing resistance to relocation of residents in slum areas it is important to get the support of a.) the better educated members and b.) members of the organized group in the community. Moreover, it is important that relocation sites should satisfy the basic needs of the resettlers.
