Abstract

The study determined the effects of Rapid Seed Supply Financing Project (RaSSFiP) on the productivity of selected rice farmer-beneficiaries in Pila and Sta. Cruz, Laguna for the dry season of 2011. The specific objectives of the study were to: 1) describe the socio-economic characteristics of the farmer respondents; 2) identify the factors affecting the decisions of the farmer-respondents in availing RaSSFiP; 3) determine the effects of RaSSFiP on the productivity of the farmer-beneficiaries; 4) identify the problems encountered by the farmer-beneficiaries in adopting RaSSFiP and by the implementers during the implementation; and 5) draw policy implications to further improve the project. To accomplish these objectives, descriptive analysis, logistic regression analysis, and Cobb Douglas production function were employed. The study revealed that RaSSFiP was successful and effective in increasing the productivity of its farmer-beneficiaries. It was found out that the yield of farmer- beneficiaries was higher compared to the yield of farmer non-benefiaries. The study also revealed the factors affecting the decision of farmers in availing the project. These are farmer’s number of years in farming, tenure status of farmers, and frequency of visit of the agricultural technician to farmers. On the other hand, the factors affecting the yield of farmers include age of farmers, number of years in farming, fertilizer cost, and chemical cost. Farmers who have higher number of years in farming will have significantly lower yield and are less likely to avail the project, thus, the government should give more focus in convincing them to venture in this kind of technology through increasing the visits of agricultural technicians to their farms. Lastly, farmers with higher age will have significantly higher yield, hence,the government should target the younger farmers in giving information about the project for them to avail and, hence, help them increase their productivity.
