Abstract

Continuous growth in population and industrialization resulted to the need for improvements in basic utilities such as water supply. This may cause traffic flow disturbance in areas during its construction. Thus, a need for an effective traffic management measures must be employed to mitigate such negative effects. One of such schemes is truck ban. The study was done to assess the effect of truck ban scheme employed for HA-28 Pipe Laying Project in Imus and Bacoor, Cavite. It aims to determine the scheme’s effectiveness by comparing the LOS of the Palico Daanan-Buhay na Tubig intersection before and during the pipe laying activities in Palico Daanan Road. Traffic data were gathered from manual traffic count done by using video footages. The HCM 2000 was used for LOS analysis. An LOS F was obtained for both scenarios, indicating a traffic problem in the area even without the project. Delays of 18 and 17 minutes were experienced by a vehicle upon crossing the intersection on the before- and during-project scenario, respectively. Full implementation of truck ban and consultation with traffic experts is advised to improve traffic in the area. Evaluation of other traffic management schemes in the project is recommended to improve the study.
