Abstract

The study was primarily conducted to determine the effects of the Micro-agri Loan Program on the productivity and on the income of the rice farmer beneficiaries in Dinalupihan, Bataan. The specific objectives were to: describe the Micro-agri Loan Program of Bureau of Agrarian Reform Beneficiaries Development under Department of Agrarian Reform; describe the socio-economic profile of the rice farmer beneficiaries and rice farmer non-beneficiaries; compare the productivity and of rice farmer beneficiaries and rice farmer non-beneficiaries; identify problems encountered by the cooperative in implementing the_program and by the farmer-borrower in availing MALP; recommend suggestions to further improve the program.

It was found that the MALP was effective in increasing the income and the productivity of the farmer beneficiaries. Findings of the t-test of means revealed that the productivity and income of the farmers beneficiaries were significantly higher as compared to that of the farmer non-beneficiaries. The yield of the farmer beneficiaries and farmer non-beneficiaries were 67.07 cavans per hectare and 53.87 cavans per hectare, respectively. Then, the net farm income of the sample farmers was computed through the cost and return analysis. The computed NFI amounted to P14,381.00 for farmer beneficiaries and P7,129.00 for farmer non-beneficiaries.

Through the use of the multiple regression model, it was found that the inputs of production such as the MALP loan and the labor showed significant effect on the productivity of the farmer beneficiaries. Also, it was analyzed in the study, through the use of t-test of means, that the input utilization of the farmer beneficiaries was significantly higher relatively. These inputs with higher usage were the seeds, fertilizer, chemicals, irrigation, and total labor.

Based on the results of the study, the following recommendations were suggested to expand MALP to other areas in the Philipines, especially those with farmers that are faced with low productivity and low income; to make sure that the loan is used solely for intended purposes through in-depth inspections, and through handing out of loan in the form of in-kind wherein the inputs of production will be given solely to the farmer beneficiaries; and to continue and expand MALP, especially for farmers producing other crops and other agricultural commodities.
