Abstract

Due to the ubiquity of development of economic activities such as transfer of goods in Metro Manila traffic congestion has resulted particularly in Caloocan, Malabon, Navotas, Valenzuela or CAMANAVA area, South bound and north bound motorists from this area use EDSA and Commonwealth Avenue, which are already congested, as the main entry and exit points, and thus there is a need for an alternative route. This issue is addressed by the construction of the MNTC Phase 2 Segment 9 Northern Link Expressway Project, or the expressway connecting MacArthur Highway which is in Valenzuela City to North Luzon Expressway or NLEX, as part of the C-5 Extension Project which will ultimately lead to the NLEX-SLEX connector project. The level of service (LOS) of the existing traffic condition before the construction of Segment 9 in the Balintawak Barrier Tollway to Mindanao Avenue Exit segment of NLEX is assessed in this study. From there, a future traffic condition where segment 9 is operational was projected and its LOS was also evaluated. Trial versions of Synchro6 and Sim Traffic6 were used for the LOS evaluation and simulation respectively, given the traffic volume data from May 7, 2013 to May 14, 2013. It was found out that the LOS of the present traffic condition at AM and PM peak hours were at least LOS C, and the most congested days are Friday and Saturday. At future traffic condition, it was found out that the LOS improved from C to B at 10 to 11 AM peak hours of Friday and Saturday and B to A to 7 AM of Tuesday. Also, the LOS improved from C to B at PM peak hours of Friday and Saturday and B to A at PM peak hour of Thursday. Therefore, the construction of segment 9 was success in improving operating conditions of the freeway and the considered intersection. The recommended traffic management schemes were to include more regulatory and warning signs when nearing exits along the freeway.
