Abstract

The UPLB Accounting Office plays a very significant role in all the financial transactions of the university, including the processing of different types of document such as payrolls, purchase orders and disbursement vouchers, to name a few. However, the accounting office finds it hard to meet the daily demands of documents being submitted by different proponents concerning UPLB, which became evident with the 99.53% difference between the processing cycle times of the system's current scenario and if only the value adding activities were considered (2,1232.83 versus 10.32 minutes). It was further determined that queue time, wait time, move time, and time recorded under employees' non-value adding activities constitute the large deviation of the previously mentioned cycle times, which are caused by factors that can be attributed to the employees, the document processing method itself, and the environment which includes the physical working conditions, the workstation's layout, computer software and machines used, and the external disturbances to the document processing system. Streamlining was the primary method used since the study dealt with the reduction of the non-value adding time in the processing cycle time of each document type, taking into consideration those that are non-value adding, but essential sources of delay and allowances due to limitations in human Recommendations were formulated which focused on how to diminish the effects of the root causes identified.
