Abstract

Poverty is an issue that the nations worldwide are trying to resolve. Anti-poverty programs are being formulated in order to win the battle against poverty. However, measurement and assessments of poverty were all made ex-post. As a consequence, the programs only target the people who are currently poor. People who are at risk of falling into poverty should also be considered. This study aims to measure the vulnerability to poverty of poor households using the income and expenditure account of the Family Income and Expenditure survey (2006). The factors that affect vulnerability were also determined through regression analysis. The results of the study showed that via the income account, poor households in Cordillera Administrative Region were the most vulnerable to poverty while poor households in CARAGA were the least vulnerable. Meanwhile, via the expenditure account, poor households in Western Mindanao have higher probability of staying poor while poor households in Autonomous Region of Muslim Mindanao are less likely to remain poor. In addition, household size is the only significant factor that affects the vulnerability to poverty of the poor households in all regions.
