Abstract
The study sought to analyze and determine the impacts of public education expenditures to elementary education in the Philippines. The study made a descriptive analysis of the nominal and real budget allocated to public elementary education; trends in the output produced by the students in public elementary education. The specific outputs were net enrolment ratio, gross enrolment ratio, drop-out rate, national elementary achievement test, and achievement rates of grade six (6) students. Relationship of outputs with inputs was analyzed. The inputs used in the study were student-room ratio and student-teacher ratio for school resource and income as represented by Real GDP per capita, population as represented by national population growth rate, nutritional status of students as represented by percentage of malnourished students in public elementary, poverty composed of poverty gap at $1 a day and poverty headcount ratio at $1 a day. The study revealed that the budget allocated to public elementary education was masked by high values of the nominal budget. By comparing the nominal and real budget allocations, it was found that budget allocated to public elementary education was relatively low and follows a declining trend. Study also revealed that budget allocations specifically the personal services, highly increased in times of incoming national elections. The study showed and described the trends in the outputs produced by the public elementary education in three parts: first by national level, second by regional level, and third by area (Luzon, Visayas, and Mindanao). The study found out that high enrolment rates were dominant in the urbanized regions as well as drop-out rates. Mindanao performed poorly in acquiring high enrolment ratios and low drop-out rates. Also, in terms of NEAT, Region VIII ranked top in having the most percentage of passers.. As for the achievement rates, the country did very poorly and was so far away in reaching the standards imposed by the Department of Education. The study also made a descriptive analysis of the relationship of inputs and outputs produced by public elementary students. In addition, regression analyses were done to see the relationship of inputs with outputs. It was found that income, pupil-teacher ratio, pupil-room ratio and personal services were significant to net enrolment ratio. For the gross enrolment ratio, capital outlay, income, pupil-teacher ratio, and pupil-room ratio were found to be significant. Lastly, income, pupil-teacher ratio, and pupil-room ratio proved to be significant to drop-out rate. Due to limitation in data, some variables were correlated with outputs. The inputs that were found highly and significantly correlated with education inputs were nutritional status, poverty, and total seating capacity and facilities.
