Abstract
Quezon City rose from being a debt-ridden city into the richest city in the Philippines. It became known for its innovative tax policies which made it the richest city in the country. Considering that there is a great need for taxation, the design of the tax system would play a crucial role in raising money for government/city projects and programs. This study is designed to determine how tax performance contributes to a city’s economic development and to provide a measure of evaluating the economic development of Quezon City. To achieve these objectives, the study made use of two tax performance indices, the percentage of taxes on city gross income and the average tax rate, to measure Quezon City’s tax performance. On the other hand, the Human Development Index (HDI) was used to measure the city’s economic development. A correlation analysis was done between the HDI and the city’s expenditures on health, education and economic services and the tax performance indices to be able to relate the tax performance and economic development of the city. Overall, the results showed that Quezon City’s tax performance impacts its economic development through local government expenditures and that its selfsufficiency does not necessarily translate to better development status.
