Abstract

Santa Rosa City is susceptible to flooding, liquefaction, and earthquake; thus, disaster preparations are implemented, and it must be assessed to ensure that the city is truly disaster prepared. However, preparations vary in every LGU as they differ in physical profile and resources. The study investigated the selected disaster preparedness approaches in the context of the city and to see which of them is the most suitable for Santa Rosa City to utilize in assessing its preparedness. The evaluative research design was used as the main scheme that assessed the gathered data and the selected approaches’ applicability to the city. Additionally, purposive sampling was used for the online survey and online key informant interview. Results showed that the city prepares in terms of its socio-economic, physical, and hazard profile, and disaster history as seen in the indicators under the soft and hard factors of being disaster prepared. In the assessment and selection of the appropriate approach for the city, criteria---social equity, city resources, and city environment was made from synthesizing the fourth priority of the Sendai Framework. This showed that the selected preparedness approaches—UDRI, LGU Disaster Preparedness Journal, and Making Cities Resilient have the similarity of preparing for disasters but differ on what it focuses on based on the criteria. Thus, it is recommended that the criteria and the indicators under each of the approaches be utilized as they are all important to ensure that the city is truly disaster prepared that involves all sectors in disaster preparations.
