Abstract

here is limited literature on assessing the organizational capacity of micro-level disaster organizations like Barangay Disaster Risk Reduction and Management Committees (BDRRMCs) in flood risk management. Studies tend to focus on national and regional scales and organizations. The focus is mainly on vulnerability assessments rather than capacities. Zone 19 is one of the most flood-prone areas in Pasay City, Philippines. As such, the study aims to assess the organizational capacity of the BDRRMCs in flood risk management. It utilized a qualitative research design and a scoring system. These were used to describe the current state of the BDRRMCs and their effects on their implementation of flood risk management strategies. Findings revealed that all three BDRRMCs need improvement across all fundamental areas to enhance their implementation of flood risk management strategies in their areas. These findings will inform measures to improve the organizational capacity of the BDRRMCs and the localization of the country’s NDRMMP.
