CONFLICT ANALYSIS OF THE LAGUNA LAKE WATER CONVERSION PLAN

In this paper, quantitative methods of analysis were applied to the conflict that existed between the fishermen of Laguna de Bay and the Metropolitan Waterworks and Sewerage Systems (MWSS), regarding the latter's water conversion plan --a grand design to convert part of the water of laguna lake from its present classification as a fishery/irrigation resource to the potable kind. Specifically, it was analyzed using the Conflict Analysis techniques of Hipel and Fraser -as a game, with player options and preferences. Historical data was modeled in a systematic framework, and the conflict was analyzed during the time when President Aquino endorsed the said water conversion plan. Potential conflict resolutions predicted by the stability analysis verified the actual course of events in the real-world conflict
