Abstract

The goal programming approach is a relatively new in budget planning. Certain places in the United States had been subject to this kind of budget planning and were successful in obtaining an objective form using the said approach.

The Municipality of Makati was then considered for the same study. With its popularity, it is also beset with certain problems. The priorities and thrusts of the municipality was then evaluated and an alternative course for budget planning would be presented using the goal programming approach.

The budget plan of Makati was studied and the budget for 1989 was estimated. Priorities of the local government 01 Makati was then evaluated and quantified. Variables and constraints were identified for the goal programming model. The initial tableau was computed and inputted into the computer. The output of the computer is the optimal solution for the problem which is the budget plan of Makati using the goal programming approach.

The results of the computer output showed consistency of the local government's allocation of resources to the different expenditures.
