Resource charge pricing for laguna lake's raw surface water (Philippines)

Abstract
With the increasing importance of Laguna Lake's raw water in terms of its economic services and environmental functions, proper pricing of this resource can play an important role in Laguna Lake Development Authority's (LLDA) revenue generation and water resource management programs. Raw water pricing as a resource charge is a policy direction that LLDA should pursue. The annual charge would be an amount per cubic meter of water that would be factored according to specific water uses such as irrigation, domestic water supply, and industrial cooling. The resource charge formula is based on full recovery of all expenditures necessary to implement a raw water pricing structure and it takes into account factors for different water use categories based on LLDA's priorities, nature of use (consumptive or nonconsumptive) and affordability. This charge would capture a portion of the economic rent derived form the use of the lake raw water resource. The approach would allow LLDA get a share of the economic surplus as payment for the cost of developing the lake's resources. © Rushing Water Publishers Ltd. 2012.
