Community Wellbeing Index (CWBi) in the area exposed to Mayon volcano eruption in Camalig, Albay, Philippines

Abstract
The Philippines is often visited by natural disasters. However, research on the level of wellbeing after a disaster, which can guide the policy makers in coming up with an effective and efficient decision on how to protect the vulnerable sector to any disaster, is very limited. Developing an index as a science-based evidence in measuring and monitoring the community after a disaster can be of help. Thus, this study aimed to determine the indicators as basis for developing a Community Wellbeing Index (CWBi) in an area threatened by volcanic eruption in the province of Albay. Key informant interviews were conducted among sectoral representatives to determine the weights of the 5 dimensions of indicators, namely, built, financial, political, sociocultural, and natural capital. Community survey was also done using structured questionnaire among 72 households affected by volcanic eruption. Indicators were then validated using Pearson’s rho and subsequently normalized using min-max rescaling scheme. Through Analytic Hierarchical Process (AHP), aggregation of weights were obtained. Results of the study revealed that the sociocultural capital (sense of community and trust) was the most important factor contributing to a strong level of CWB of Albay while the natural capital got the lowest indicator value. The overall CWBi of Camalig had a value of 0.6019, which showed a strong qualitative category.
