Poverty, market and environmental policy considerations in coconut-based communities in Quezon Province, Philippines

Abstract
This paper investigated the interrelated poverty, market and environmental policy issues affecting the coconut industry in Quezon province. Secondary data including some macro-level information were used in the analysis. The poverty situation in Quezon and other large coconut-producing areas is worse than that for the country as a whole. Poverty reduction programs did not significantly improve income in coconut communities. Low farm income due to marketing constraints and other factors contributes to the continuing indiscriminate cutting of coconut trees. The main problems relate to poor monitoring and evaluation of Republic Act 8048, inadequate marketing and credit support, and lack of coordination among the agencies involved in policy and program implementation. The policy imperatives must ensure a sustainable coconut resource base and adequate price and market incentives to farmers to alleviate poverty.
