Opportunities and challenges of interphasing the bioethanol program with the Philippine sugarcane industry

Abstract
This paper presents the opportunities and challenges offered by the Biofuels Program to the sugarcane industry, as well as answer some common queries of potential investors. The Biofuels Act of 2008 mandates 5 and 10% bioethanol blending on February 6, 2009 and for 2011, respectively. This corresponds to 222.89 M L and 482.30 M L ethanol for 2009 and for 2011, respectively. In order to provide this volume, 8 and 16 distilleries, with a minimum capacity of 30 M L yr¯¹, must be established. With this volume, the participation of the sugarcane industry is necessary to ensure the success and full implementation of RA 9367. This paper discusses some provisions of the Biofuels Act of 2006 which are relevant to the Philippine sugarcane industry, particularly as a source of feedstock. Focal points include feedstock development, policy issues on land and farmers' consolidation, and cane purchase system. Cost indices, especially on bioethanol production are also presented.
