Abstract

The Rice Terraces of the Philippine Cordilleras were inscribed in the UNESCO World Heritage List in 1995 but transferred to the Heritage in Danger List in 2001 due to problems like the abandonment of rice terraces. The paper looks into the problem of dwindling labor availability in the Ifugao rice terraces and analyzes the factors that affect the farmers' decision to continue or abandon rice terrace farming. Surveys were conducted among 150 farmers. data were analyzed using descriptive statistics and simple logit regression. Results show that most of the current farmers will not abandon farming. Their decision was affected by poor irrigation facilities and farm size; and desired incentives include irrigation system repair, labor subsidy for terrace repair and maintenance, and additional livelihood opportunities. To reduce abandonment of the terraces, the paper recommends that support be given to farmers to repair the irrigation systems and terrace walls, and provide them with other livelihood activities.
