Ex ante analysis of PCAARRD's Industry Strategic S and T Plan (SIP) for rice

Abstract

The country's total paddy production in 2013, reached 18.44 million metric tons (mmt) with an average yield of 4.27 metric tons per hectare (mt/ha). Among the top producing provinces in 2013 are Nueva Ecija, Ilocos Norte, Kalinga, Bulacan, Isabela, Laguna, Bukidnon, Nueva Vizcaya, Pangasinan, Lanao del Norte, North Cotabato, and Occidental Mindoro [Philippines]. They contributed a total of 6.65 million metric tons (MMT) or about 36% of the country's total harvest. However, current production and average yield are still insufficient to feed the country's increasing population. The ex ante analysis of PCAARRD's Industry Strategic plan (ISP) was crafted and implemented with the following objectives: 1)validate assumptions related to the indicators used in the proposed specific interventions for rice ISP; 2)trace and analyze the pathways by which the S and T interventions will, individually and collectively, result in the projected changes in the target sector; and c)identify, quantify and estimate in monetary terms were possible, the likely benefits and costs of the interventions for each specific ISP. There are 16 ongoing projects under the rice ISP program which specifically, aimed to 1)increase the yield, 2)reduce the harvesting and threshing losses; and 3)reduce drying and milling losses, and increase milling recovery that will ultimately translate to increase productivity and income of rice farmers. The 16 projects are clustered into four major programs. These are: 1)Increasing Farmers' Access to High Quality Rice Seeds through Efficient Seed Production System; 2)Plant Bio-Stimulants and Elicitor from Radiation-Modified Natural Polymers; 3) Smart Farming-based Nutrient and Water Management for Rice Production; and 4)Enhancing Rice Production and Postproduction Efficiencies Through Improvement and Use of Appropriate Mechanization and Postharvest Technologies. These programs are presently implemented by different partner member agencies of the council nationwide.Given the different scenarios and based on the assumptions obtained from the conduct of interviewers and secondary data collection, results of the analysis showed that the ISP will contribute Php1.49 billion worth of net increment benefits by 2020 and 2025, respectively. Their internal rates of return (IRR) are 97% and 102%. This means that the cumulative benefits of the projects will give desirable net returns by the end of the program. However, to achieve such results, continued financial and technical supports from funding and research agencies are crucial in order to complete the adoption pathway and attain such benefits.
