Abstract

The project will organize the rice farmers of the Anilao-Orcunoma Irrigators Association Inc. (ANILORCU-IA) within Bongabong Central Agrarian Reform Community (ARC) into collective production group practicing sustainable rice-based farming, managing their own farm inputs source, farm machineries and equipment through a common service facility (CSF) with the aid of a Business Development Service (BDS) provider through a community-based enterprise organization and collectively marketing their produce at their own price. Massive technology transfer and introduction of advantages and benifits on organically grown rice and organic swine plus product certification will also be among the major part of the project. As the proposed beneficiary of the CSF, ANILORCU IA was assessed based on its characteristics and needs, and the sustainability of the projects to these needs. Some recommendations are given to ensure the success of the implementation. ANILORCU IA is newly registered with SEC but has long been existing as an irrigator's association categorized as communal irrigation system and water rights permittee with NIA. With its legal personality, it has now the capacity to transact business related to rice farming and agri-enterprises. However, business documents requires renewal. As a farmers association and water rights permittee, it can be characterized as trustworthy in its financial obligations, with leadership and influences in the community. Business is not their turf as an irrigators association. But performance as agri-enterprise serves as a challenge to the ARBO for members to improve quality of life. The ARBO's strengths are rooted on the strong and responsible leadership which mobilizes the members toward a common goal. This has resulted in their renewed credit worthiness and their pursuit of additional enterprises to improve the status of ANILORCU IA and its members. Moreover, the ARBO has earned the backing of various local government agencies. These have in turn created opportunities for the ARBO's to link with learning institutions, financing agencies and other ARBOs nearby to generate physical and intellectual capital in pursuit of their goals. On the other hand, their weaknesses are carried over from the loans of the ARBO's previous leadership which have hampered their ability to produce capital for additional business ventures and even their capacity to borrow capital from other financial institutions. These in turn have resulted into potential threats that can derail the ARBO's progress. Among the identified threats are the following: potential to be swayed by other projects, change in leadership, and climate change. Any of these can greatly affect their ability to repay their loans and other obligations to traders. Its needs are: maintenance of irrigation water supply from the Bongabong River and increased income. Project design is assessed to suit to address the low income of farmers but water allocation due to perennial problem of repair of main canal may be a deterrent to its success. To ensure the success of project implementation and attainment of the project's objectives and goals, the following are recommended: 1)Address the pressing need in ensuring water allocation to rice farms by DAR assisting ANILORCU IA to acquire its own back-hoe. Water is a most basic need in rice farming. Addressing the problem of oftentimes requiring repair of the canal/intake should be given priority by DAR and ARBO; 2. Engineering expertise through NIA (with DAR's pressure) should be deployed to re-evaluate/re-assess the situation and prescribe more practical, efficient and effective measures to address the repair of canal problem. As a good payor of loan amortization and water rights permitee, ANILORCU has all the rights to be assured of sufficient water supply; 3.Strengthen the organizational capacities of ANILORCU IA through continuous leadership and governance trainings. Every organization requires continuous leadership and governance trainings. Every organization requires continuous learning of its members, to be able to adapt to changing needs, 4. Provide brand new and with quality machines and equipment to ensure life use. Recommended equipment items have been found appropriate to growing organic rice, farm, price, operating cost field capacities, producing organic fertilizer and generating funds from rental service.
