Ex ante analysis of PCAARRD Industry Strategic S and T Plans (ISPs) for abaca

Abstract

The ISPs [Industry Science and Technology Strategic Plans) for abaca seek to address the following problems: low yield because of the use of low-yielding plants, limited supply of quality planting materials, virus infection particularly the abaca bunchy top virus, non-adoption of recommended cultural management practices, and limited high-end products from abaca. Thus, the ISPs aim to (i)increase annual fiber yield from the use of highly-yielding and virus-resistant hybrids and the adoption of a package of technologies and other cultural management practices, and the use of an improved stripping machine (ii) attain a significant increase of quality planting materials for an abaca rehabilitation program (iii)increase farmers' annual income due to improved productivity and (iv)increase revenue from high-end abaca products. The ISPs involve technology generation (discovery of gene for high yield, high fiber quality, ABTV resistance), technology commercialization (antisera will be commercially produced and tissue cultured hybrids will be sold), capability building (tissue culture and nursery establishment and management trainings), technology transfer (production of IEC materials, multi-locational trials and field tests). Two paper mills will also be asked to run on pilot scale the production of abaca reinforced packaging, printing and writing paper. The NPV of the projects is P1,078.38 mil with an IRR of 43% and payback period of 9.10 years.
