Evaluation and assessment of Energy Development Corporation (EDC) reforestation projects

Abstract

The Philippine Agroforestry Education and Research Network (PAFERN) has embarked on a collaborative undertaking with the Energy Development Corporation (EDC) through the project 'Participatory Evaluation and Assessment of the EDC Reforestation Projects'. Primarily, this project was undertaken to address the following objectives: a)evaluate the pre-BINHI Program established by EDC from 1989-2008 and the BINHI Program from 2009-2011 in terms of the status of plantation establishment and management, survival rate and growth vis-à-vis the project plans, goals and targets; b)assess the possibility of incorporating the pre-BINHI to the BINHI Program in items of the survival rate and species composition of the sites of the former; c)assess the current state of the pre-BINHI and BINHI Programs; d)assess the impacts of the reforestation projects on the biophysical, agro-ecological, social, cultural, and economic dimensions of the project sites; e)conduct a cost-benefit analysis of the pre-BINHI and BINHI reforestation projects; f)analyze the strategies and mechanism employed in the implementation of the four modules (Tree for Life, Tree for Food, Tree for Leisure, Tree for Future) of the BINHI Program. Towards this end, the project team employed three major field activities. These are the Field Inventory, Focus Group Discussion (FGD) and Key Informant Interviews (KIIs), and Cost-Benefit Analysis (CBA). Field inventory covered the identification of planted tress species, survival rate, their growth measurement in terms of height and diameter, spacing, identification and counting of tree generations, and the recording of the geographic location of the different inventory plots. The FGD and KII served as venue to assess the social, economic and environmental contributions and impacts of the EDC Reforestation and Projects based on the perceptions and accounts of the key people involved particularly the farmers' association (FAs) member and/or officers, other members of the concerned communities, LGUs and institutions in the different component activities of the reforestation projects. The CBA was done using the data generated by the FGDs and KIIs. Information on costs and benefits of the reforestation projects were gathered through the interview of EDC personnel at the respective SBUs, environment and natural officers at the city, municipality and district offices of the DENR. Cost data were taken from the registries that were derived provided by the EDC with some data gathered from the interviews and while the benefits derived from the FGD and KII activities.
