Communication strategies in the mangrove conservation of Pamayanang Laging Kaagapay sa Ikakaunlad ng Biyayang Dagat sa Danlagan (PALAKAIBIGAN) in Quezon Province, Philippines

Abstract

The study aims to analyze the communication strategies employed by PALAKAIBIGAN in mangrove conservation and their perceived contributions of such strategies to the biophysical state of the resource and the socio-economic condition of fishermen who depend on the resource. As a case study, it examined the case of the people's organization (PO), PALAKAIBIGAN (Pamayanang Laging Kaagapay sa Ikakaunlad ng Biyayang Dagat sa Danlagan. FGD and KII were used to gather the data. Timeline, problem tree, communication strategy matrix and narratives were used as tools to analyze the data collected.

Results of the study showed that the de facto uses of the mangroves, awareness and knowledge of the people, livelihood, and conservation practices were enhanced by communication initiatives introduced in 2003 by the Carbon Sink Initiative or CSI project. The main issue that the community faced was the degraded state of the Barangay Danlagan Mangrove Plantation. For the communication strategies employed by PALAKAIBIGAN, sources involved the private and government sectors. The intended stakeholders primarily involved PALAKAIBIGAN members; and communication objectives were targeted to explain and practice mangrove conservation in the community. Messages on the other hand, centered on mangrove conservation, livelihood, and organizational development. The communication channels utilized were video, printed materials, and visual media whereas communication methods chiefly involved individual methods. As for the communication approaches used, these included community organizing, social mobilization, IC, science communication, and community communication. The perceived contributions of these communication strategies on the mangrove conservation initiatives were observed in terms of the proper root growth of mangroves, protection from waves, firm substrate and remaining areas for mangroves. As to their socio-economic condition, there was perceived improvement in their income and closer relationships within families.
