Abstract

This study aimed to analyze the agricultural innovation system in selected non-irrigated rice municipalities in Nueva Ecija including the innovations, actors, their roles, and the interactions among actors. Through key informant interviews, focus group discussions, and other communications, data were primarily collected from representatives of government and private agencies, individual farmers, and their organizations. Case study was used as an approach to this qualitative research. Research results revealed that innovations in rainfed lowland areas were mostly product and efficiency innovations while in rainfed upland areas, innovations were mostly strategy and efficiency. Most actors were under the extension and support systems domain who performed limited roles while almost no actor was engaged in research and entrepreneurial activities other than those from the private sector. Farmers remained to be project beneficiaries and recipients of government subsidies. It is recommended that policies be developed to motivate actors to continue generating innovations, particularly revolutionary or those that can make a difference in non-irrigated rice areas. Furthermore, there is a need to strengthen the research and entrepreneurial initiatives of actors. Farmers, as part of the demand domain must be empowered so that they can perform bigger roles. Thus, government investments in the area be focused on generating revolutionary innovations and the development of rural-based enterprises.
