Abstract
The process of scheduling telephone operators can be divided into three stages: (1) determination of the required number of operators at each hour of the day, (2) determination of the number of operators that should be assigned to each shift, type to satisfy the hourly demand, and (3) assigning off days and shift schedule to each operator. Using queueing theory, linear programming, and modular approach in stages (1), (2) and (3), respectively, a schedule satisfying the constraints that include two off days each week, different staffing demands for each type of shift and a shift rotation was created.
