Abstract

The duration of station power restoration during a system blackout should be as short as possible to lessen the negative effects of a power failure to the consumers. Thus, extensive knowledge about the steps in restoring station power is very important when dealing with a blackout. This study presented the essential components and procedures in station power restoration performed by the National Grid Corporation of the Philippines (NGCP), Behan Substation. Two cases in power restoration were discussed n this study. In the first case, the substation uses its emergency power systems, which are the Uninterruptible Power Supply (UPS) unit and reserve battery banks, to restore station power, this takes place during short-time and medium-time power interruptions that are expected to last for seconds and minutes, respectively. The reserve battery bank used by the Binan substation lasts up to approximately 29 hours as computed in this study. Thus, long-time interruptions or outages that last for hours fall under the second case, where the substation's diesel-engine generator set is connected to support the batteries. The system operator shall announce a "System Blackout" via system advisory within five minutes and shall inform the substations that it intends to implement a black start. The substation should be in its restorative state within 30 minutes upon the declaration of a black start.
