Abstract

The study determined the acceptance of the residents on the proposed flood- prevention project in Barangay Libjo, Batangas City. Specifically, it described the externalities of flooding in the barangay. It estimated the equivalent value of damages caused by flooding in the barangay. The study also identified the factors influencing residents’ acceptance on proposed flood-prevention project in Barangay Libjo. Implications and recommendations were drawn based from the results from primary data, secondary data, descriptive analyses, and regression analysis.

Flood damages in Barangay Libjo, Batangas City are externalities to the household residents. The externalities include tangible damages (i.e., foregone income, loss or damages on appliances/equipment, loss or damages on vehicles, loss in agricultural production), and intangible damages (i.e., health damages). Through stratified random sampling, 100 household heads were interviewed across the eight affected sitios of the barangay. The study used opportunity cost and market-based approaches to value the damages. The total tangible damages amounted to PhP 777,896, while the total intangible damages amounted to PhP 11,787. Moreover, regression analysis was used to show the underlying relationship between the residents’ acceptance on flood-prevention project and socio-economic and physical factors such as gender, educational attainment, civil status, household size, household income, number of years of residency, and proximity of the house to the river. The best model was selection based on Akaike Information Criterion (AIC). Model 5 that constitutes gender, age, proximity, and damages is the best fit model, and age is a statistically significant variable, implying that older residents have higher probability of acceptance of the proposed flood-prevention project in Barangay Libjo. Proximity of households to the river is also significant, implying that the nearer the households are to the river, the higher the acceptance.

With the amount of damages and acceptance of almost all of the respondents, it can be a good indicator that the proposed flood-prevention project should push through. Through the comparison of benefit and cost, the project is a gain for both the respondents and the local government. The local government can minimize spending on the maintenance of drainage if the project will be implemented. Furthermore, the study recommends including estimation of more damages such as damage to livestock, and additional expenditure due to inconveniences of flooding. Other researchers can also explore other variables related to acceptance of flood-prevention projects such as knowledge about flood hazard and knowledge about flood-prevention measures.
