Abstract
The study entitled, “Feasibility Study on the Establishment of a Community Fish Landing Center in Calamba City, Laguna” for the purpose of determining the viability of the Community Fish Landing Center as proposed by the City Government of Calamba. Specifically, it aimed to: 1) Provide an overview of the fish industry in Calamba City, Laguna; 2) Present the profile of the government program, retailers, and fishermen; 3) Determine the market, operational, organizational, and financial viability; 4) Identify the potential problems and opportunities of the implementation of the project; and 5) Recommend courses of actions based on the findings of the study.
The fish industry in Calamba City has two fishing activities which are aquaculture and capture fishing. As of 2018, there are 1091 active fisherfolks in Calamba City. Most of these fisherfolks were living in barangays near the lakeshore named Brgy. Uwisan, Brgy. Palingon, Brgy. Sampiruhan, Brgy. Looc, Brgy. Lecheria, Brgy. Bucal, Brgy. Pansol, Brgy. Sucol, Brgy. Lingga, and Brgy. Masili.
The government program, which is the Community Fish Landing Center, will be established in Brgy. Sampiruhan Calamba City. The retailers interviewed were from Calamba Trade Center and Mercado de Calamba. The fishermen interviewed were from Brgy. Sampiruhan, Brgy. Looc, Brgy. Lecheria, Brgy. Bucal, Brgy. Pansol, Brgy. Sucol, Brgy. Lingga, and Brgy. Masili.
The marketing aspect of the facility is viable since there willing fishermen who will sell their fish in the fish landing. Also, comparing the CFLC to its competitors, it can be seen that locators will still earn more even if they are paying tariff. Based on the results, 76% of the fishermen were willing to supply fish in the Community Fish Landing Center because it will help fix the price and provide assurance of buyers.
The operational aspect of the CFLC is seen as viable since the analysis shows that it ensures good fish handling practices and the quality of the fish sold. Comparing to the competitors, the facility is much cleaner and sanitized than the existing competitors in Calamba City, Laguna.
The organizational aspect is also seen viable since there are persons seen to be managing the facility. They are Armando Bibat and Domingo Tabales. These people are trained and skilled to be working for the fish landing. Also, there are enough employees to manage the fish handling. These employees will ensure that the proper process is executed and that no one is cheated on.
The total initial investment consisting of pre-operating expenses, initial investment, and working capital is amounting to ₱ 6, 204, 878.25. Based on the sensitivity analysis, the second scenario has positive NPVs and greater IRR. This means that the facility is viable when the second scenario is executed. The NPV of the second scenario is ₱ 1,527,827.25 and the IRR is 10.59%. The project is not feasible when it comes to financial aspect.
There are still potential problems that need to be addressed like the fishing boats used by the fishermen, negative assumptions of the fishermen, and competition. The scenario where there are little to no buyers is considered a problem because it will cause a chain reaction of problems because the result of this is the locator not able to pay their rent. If most of them will not pay, the facility will not earn anything. For the operational aspect, the lack of supply is considered a problem. However, oversupply of fish is seen as an opportunity for the processing area because the locators will have supply of fish to be processed. For the organizational aspect, the lack of skills of the employees is seen as one of the problems. Lastly, the lack of fund and the increasing costs of expenses were seen as a potential problem.
There were several recommendations given in order to improve the management of the Community Fish Landing Center. These were to conduct trainings and seminars for the fishermen, buyers, and the employees. Also, monitoring the supply of fish should be done in order to ensure that supply will not be deficient.
