Abstract

This study examined the vulnerability to income poverty of households in highly urbanized cities (HUCs), non-HUC urban areas, and rural areas in the Philippines. Using cross-sectional data, the research estimated the expected per capita income of households in order to quantify their vulnerability to income poverty. It also showed how household characteristics differ in their effects on per capita income across the three regions.

At the national level, slightly over half of the households were found to be vulnerable to poverty. Of this, nearly four in ten households were estimated to highly vulnerable. The poor population had a greater incidence of severe vulnerability compared to non-poor households, underscoring the chronic nature of poverty. High vulnerability to income poverty was also more prevalent in rural households.

The impacts of household variables on vulnerability to poverty also differed across the three regions. This was shown by the differences in the regional effects of variables like number of employed members, proportion of dependents, and price increases on vulnerability.
