Abstract
The study analyzed the value chain of Zambales fresh carabao mango. This study’s specific objectives were to 1) identify the actors, links and activities in the chain; 2) determine structure and dynamics in each chain 3) identify problems, constraints and prospects; and 4) recommend agenda for action and research to address the identified problems and prospects.
Referral and purposive sampling was used to gather respondents. Personal interviews were conducted to gather primary data. Of the 125 respondents, 31 were classified under the production level and 35 under the distribution level. Forty-two respondents belong to both production and distribution level because of the multi-function task in the industry. From the consumption level, 10 respondents were interviewed and five respondents from the support institutions were included. Two respondents belong to both production level and support institutions.
The study covered activities from pruning to post-harvest handling. From these activities, the actors were identified and presented through a market map. Four value chains were identified from this map. The value chain structure was analyzed which included the general characteristics of actors and their primary and support activities. The dynamics of each of the four value chains were also analyzed. The dynamics included the objectives and preference of chain participants, power relations, market information sources and dissemination, and volume and quality of production. These dynamics affect, explain and modify the value chain structure. Aside from the value chain dynamics, there were also industry dynamics that were identified. These include geographical flow of mangoes, technology information, demand-supply situation, price formation, price information, product characterization, market preference and requirements, and competition. Costs and returns of actors were also presented as part of the dynamics in the industry.
The identified problems and constraints were: different levels of access to market information; price-sensitivity to supply-demand situation; nature of marketing of mangoes; and existence of different sorting and grading standards. On the other hand, complementary relationships of actors, diverse requirements of markets, two approved and registered mango strain, equal power distribution, and availability of support programs implemented by the government were identified as prospects of the industry. The prevailing marketing system in the province which consists of many chains and marketing channels made the industry complicated and less favorable to its actors. Due to the existence of many chains, with many actors and linkages involved, it was concluded that the mango industry in Zambales is complicated. Arrangements and standards which tend to be negotiation-based make the industry very dynamic. However, despite the existence of various chains, harmonious business is maintained through complementary relationship among actors in the industry.
Lastly, recommendations were formulated to address the problems, constraints and prospects mentioned. These are: 1) planning and executing policy reforms; 2) intensifying market and government information dissemination; and 3) proper labeling and monitoring of Zambales mangoes.
