Abstract

Agrarian Reform Infrastructure Support Project II (ARISP II) is a program of DAR seeking to improve and support agricultural economic status, eradicate poverty, help farmers to achieve agricultural productivity growth, and initiate training for agrarian reform communities (ARCs). It was devised to provide a range of support services to the farmer-beneficiaries of agrarian land distribution under the CARP via the construction of basic economic infrastructure including irrigation, post-harvest facilities, and farm-to-market roads in the regions concerned as a means of enhancing the production and income of farmers. It is important to determine whether ARISP II is effective enough in providing solutions to the problems encountered by farmer-beneficiaries from the past agricultural development programs. It is also crucial to determine whether or not the needs of the farmer-beneficiaries had been met by the support services they received, and whether or not the planned operation of the program was efficiently executed to achieve the best outcome as set alongside the objectives of the program. The primary objective of the study was to assess the performance of the Agrarian Reform Infrastructure Support Project II (ARISP II) on selected ARBs in San Benito, Victoria Laguna. It specifically described the socio-economic profile of the beneficiaries of the project, assessed the adequacy of the support services of the project, and provided policy implications and recommendations based on the results of the study. The study was conducted in San Benito Multi-Purpose Cooperative in San Benito, Victoria, Laguna with a total of 60 farmers as respondents. Data were gathered through interview and secondary sources. Both descriptive and statistical methods were used in the analysis of data. Regarding the level of adequacy of the support services, most of the ARB respondents (61.7%) considered irrigation highly adequate. A total of 58 respondents perceived farm-to-market road also highly adequate. Moreover, most of the farmer beneficiaries (65%) considered post-harvest facilities as highly adequate. The support services rendered by the project were sufficient according to the farmer beneficiaries. The project was also successful in achieving its purpose of improving farmland productivity and farmer income. In summary, the project has created a positive impact on its beneficiaries. With the implementation of ARISP II, ARBs and farmer cooperatives benefit from a lot of improvements. The project is proven to be an effective tool in guaranteeing the completion of the targeted proposals.
