Abstract

Electric Cooperatives are distribution utilities that govern the distribution of electrical energy to the consumers from the transmission. The Electric Power Reform Act of 2001 mandates reforms to ensure quality, reliability, security, and affordability of electrical energy which resulted to the formulation of the Key Performance Standards. It is used in assessing the performance of the electric cooperatives under four categories financial, institutional, technical, and reportorial. Different parameters were presented together with the standards that National Electrification Administration (NEA) uses and their corresponding weight equivalents that are formulated by the TWG. The author also presented the uses of the Overall Performance Rating (OPR) in the perspective of NEA and the electric cooperatives. Two electric cooperatives were evaluated using the Key Performance Standards (KPS), namely, First Laguna Electric Cooperative Inc. and Batangas II Electric Cooperative Inc. The parameters were computed based on the data collected by the author from the different departments of NEA. The strengths and weaknesses of the electric cooperatives were determined based on the KPS. These are essential in determining the areas that need improvement in order to attain viability.
