Abstract

This study attempts to assess the impact of the SEA-K program on the income of farmers and fisherfolks that were benefited by the program. The study evaluated the effects of the Self-Employment Assistance Kaunlaran program of the local government of Albay on the income of farmers and fisherfolks who were beneficiaries of the program in three barangays in Albay, namely, Barangay Anislag in Daraga, Barangay Baclayon in Bacacay, and Barangay Masarawag in Guinobatan. Results of the study show that on the average, the monthly income of the SEA-K beneficiaries improved after they were employed in the program compared to before they were under the program. However, results of the regression show that being a beneficiary or not of the SEA-K program does not significantly affect the income of the respondents. Due to the results of the study, after lending the money to the beneficiaries, there should be a follow-up or an update on how the beneficiaries are managing their entrepreneurial activities. A series of seminars must be conducted teaching the beneficiaries how to make their business grow and where to invest the extra income they get or putting the money in other income-generating efforts. Monitoring and further assistance should be taken into account.
